PROBLEM TO BE SOLVED: To provide an illumination control device capable of realizing fail-safe and simplifying a configuration, an illumination device, and a moving body.SOLUTION: An illumination control device 1 comprises a control unit 11 used for a moving body 3 for outputting a control signal based on an instruction signal instructing turning on and off of a light source (a low beam light source) 23, and a diagnosis circuit 12 for monitoring the presence and absence of an abnormality of an operation of the control unit 11, and outputting an abnormal signal when detecting the abnormality. The illumination control device 1 also comprises a latch circuit 13 for holding an output of a forced lighting signal when the abnormal signal is input, and a logic circuit 14 for controlling the light source 23 to either turn on or off based on an ignition signal indicating that a power device of the moving body 3 is in an activated state, the control signal, and the forced light signal. The logic circuit 14 turns on the light source 23 based on the ignition signal when the forced lighting signal is input, and turns on the light source 23 based on the control signal when the forced lighting signal is not input.SELECTED DRAWING: Figure 1
