PROBLEM TO BE SOLVED: To improve coding efficiency by applying a long-time prediction frame to an imaging apparatus.SOLUTION: The contrast value of a first frame is evaluated, and if it exceeds a first predetermined value, the first frame is registered as a long-time prediction frame. Next, the contrast value of a second frame is evaluated, and if it exceeds a second predetermined value, inter-frame motion detection is performed using the long-time prediction frame.SELECTED DRAWING: Figure 1
