Abstract:
PROBLEM TO BE SOLVED: To quickly recover deterioration in image quality by refreshing and to suppress a code quantity from being unexpectedly increased by deciding a division block being a refresh object based on a time change characteristic quantity for each division block.
SOLUTION: This method is featured to reflect an image content onto decision of a division block or a frame to be refreshed and the feature is realized by using a high-order n-digit selector 105, a coincidence discrimination device 106, a coding mode discrimination device 107, and a SAD sorting section 110. Then based on a timewise change characteristic of the image content, the division block of the refresh object is decided. That is, since a macro block with a higher position fixed difference data dispersion SAD such as part with brisk motion in an image is used for the refresh object, even when there is an error or missing part of a slice at a decoding side, the moving image part is coded in the INTRA mode as a refresh object of a succeeding frame.
