Abstract:

PROBLEM TO BE SOLVED: To realize coding processing for noise elimination in image coding processing by a simpler and high speed algorithm and to obtain a decoded image with little deterioration in visual image quality.
SOLUTION: The coder is provided with a block division means 1 that divides image data obtained from an image pickup element into M×N blocks, signal level range calculation means 2, 3 that calculats the maximum value Lmax and the minimum value Lmin of the pixel values in the respective blocks, quantization level calculation means 4, 5, 6 that decide a quantization level of the pixel value from the obtained Lmax and Lmin, a quantization means 7a that quantizes each pixel value in a block from the obtained quantization level, a noise detection means 7b that detects a noise from the quantization value of each pixel value and the Lmax and the Lmin, a noise elimination means 7b that corrects a pixel value of the pixel detected as the noise, and a block coding means 9 that encodes the block after the noise is eliminated.
