To evade the transmission and reception of a repeated picked-up image by judging whether or not there is an area having a repetition of sequentially photographed images, sending areas except a repetition range as specification data to an image pickup device, and making the image pickup device, having received the specification data, compress and transmit only images of specified areas.
On the display unit of a personal computer 10 of a receiving station 2, a main image window where an image of the entire photographable range of a video camera 4 is composed and displayed as a background image, a camera control window for remotely controlling the image pickup position, zoom value, etc., of the video camera 4, etc., can be displayed side by side or one over the other. The image pickup position of the video camera 4 can be specified and the size of a camera frame can be varied by dragging a camera frame displayed in the background image with a mouse. An image transmission device 6 of a transmitting station 1 compresses image data as to the pickup range specified by the receiving station 2 by a specific method, adds camera information to its header, and sends the data to the receiving station 2.
