This image decoding device is provided with a code sequence separator 506 for separating an input code sequence including a basic code sequence and an additional code sequence consisting of only significant information whose significance is relatively high into the basic code sequence and the additional code column, a decoder 508 for decoding the basic code sequence or the additional code sequence, and for outputting the decoded data, an error detector 509 for deciding whether the basic code sequence decodable or undecodable by the decoder 508, and code sequence switchers 507 and 511 for inputting the additional code sequence to the decoder 508 when it is decoded that the basic code sequence is undecodable.
