Abstract:
To provide an image encoder or the like capable of enhancing the a processing efficiency in encoding processing by unit blocks.
The image encoder divides an evaluation calculation process, with respect to each prediction mode into a process P1 that uses pixels of encoded unit blocks in higher order than the unit block of an encoding object and a process P2 for using pixels of the encoded unit blocks on the left side of the unit block of the encoding object, and preferentially carries out the processing from the performable process (the process P1 or P2), independently of whether or not encoding of the other unit blocks is completed.
