Abstract:
PROBLEM TO BE SOLVED: To provide an image encoding apparatus, method and program that improve encoding efficiency of motion information while suppressing a load during processing the motion information, as well as a transmission apparatus, method and program.SOLUTION: A first mode detecting portion, in a first inter-image prediction mode using motion vector information provided in encoding information of a reference block to be specified by an index, allocates priorities to a plurality of candidates for the reference block and outputs indexes for the plurality of candidates for the reference block according to the priorities. A second mode detecting portion, in a second inter-image prediction mode using a differential motion vector between a predictive motion vector based on the motion vector information provided in the encoding information of the reference block to be specified by the index and a motion vector of a block to be encoded, allocates priorities to the plurality of candidates for the reference block and outputs according to the priorities the indexes for the plurality of candidates for the reference block and the differential motion vector.
