Abstract:
PROBLEM TO BE SOLVED: To provide a technique for preventing deterioration of processing efficiency by performing arrangement corresponding to a color difference format when information on an intra-prediction mode of a luminance signal and information on the intra-prediction mode of a color difference signal is encoded and is arranged in an encoding bit string.SOLUTION: When an image signal is intra-predicted by a previously set minimum encoding block unit, if a division mode for horizontally and vertically dividing a luminance signal is set, an intra-prediction section 103 intra-predicts a color difference signal by a prediction block unit of intra-prediction of the color difference signal in a minimum encoding block which is set in accordance with a color difference format. A second encoding bit string generation section 113 generates an encoding string which includes, in series, information on an intra-luminance prediction mode of a prediction block of the luminance signal and information on an intra-color difference prediction mode of the prediction block of the color difference signal in a reference position which is the same as the prediction block of the luminance signal.
