PROBLEM TO BE SOLVED: To further reduce a cost that is required for a monitoring region when compared with a case of introducing a special facility.SOLUTION: In a normal mode, when a user look into a camera 500, the camera 500 images a face of the user and a control device authenticates the user. In a monitoring state, the camera 500 intermittently takes a picture with a time interval. In other words, during a period in which the camera 500 does not take a picture of the user, the camera 500 takes a picture of the monitoring regions intermittently.SELECTED DRAWING: Figure 1
