The surface layer of a charge implanting layer has the volume resistivity value 1×108-1×1015cm. A contact electrifying member having the volume resistivity value within the range 1×104-1×1010cm in the applied electric field range 20-V1 (V/cm) is brought into contact with an electrophotographic photoreceptor having the contact angle 85 or above against the surface water, and a voltage is applied for electrification. The latent image forming process forming an electrostatic latent image on the photoreceptor by an image exposure, the developing process, and the transfer process are provided. The toner left on the photoreceptor after the transfer process is recovered by the developing process to form an image.
