To provide an image forming apparatus which can prepare a lithographic plate for print by the use of a conductive or semi-conductive transfer material.

The image forming apparatus is characterized in that the conductive or semi-conductive transfer material (13) is supplied to an image carrier (1) having a toner image formed thereon in such a manner that the transfer material (13) is brought into contact with the image carrier (1), the back of the transfer material is supported by two electrode members (4, 7), and a transfer bias of a specific level is applied to at least either one of the electrode members (4, 7), thereby transferring the toner image onto the transfer material, thereby, the lithographic plate for print is prepared.
