To provide an image forming apparatus which stably transfers even an image with a difference in toner layer thickness to a transfer material 104 without causing a transfer failure.
The image forming apparatus includes: an intermediate transfer belt 100 on which a plurality of toner images are primarily transferred so as to be superposed in sequence and which conveys the primarily transferred laminated toner images; and a secondary transfer means for secondarily transferring the laminated transfer images primarily transferred to the intermediate transfer belt 100 to the transfer material 104. In the image forming apparatus, the secondary transfer means includes; first secondary transferring sections 102, 103 for performing secondary transfer by a secondary transfer bias of a prescribed value; a secondary transfer bias deficient region extracting section for extracting an image region where the secondary transfer bias of the prescribed value is deficient as the transfer bias among regions of the laminated toner images; and second secondary transfer sections 105, 108 for performing the secondary transfer by the secondary transfer bias for a deficient amount to the image regions that is extracted by the secondary transfer bias deficient region extraction section.
