Simultaneously. an entry voltage having a value capable of allowing hopping toner to enter through-holes 14Y and an inhibition voltage having a value capable of inhibiting hopping toner from entering the through-holes 14Y are alternately applied to electrodes 12Y in proximity to the through-holes, thereby performing a toner particle removal promoting process for promoting removal of toner adhering to locations around the through-holes 14Y of the circuit board 1.
