A particle applying device 200 that loads a recording face of a paper sheet 122 with matting agent particles and a pressing roller 220 that presses the recording face of the paper sheet 122 after the matting agent particles are applied thereon by the particle applying device 200 are provided at portions where they are in contact with the paper sheet 122 which is conveyed by a fixing drum 184. The particle applying device 200 is provided with a fixing roller 188 which is brought into contact with the recording face of the paper sheet 122 placed on the fixing drum 184, and a web 204 which is brought into contact with the fixing roller 188 by being supported by a first rod 206 and a second rod 208 and is impregnated with a particle dispersion liquid 210L containing many matting agent particles dispersed therein. Matting agent particles 210P loaded on the recording face of the paper sheet 122 via the fixing roller 188 from the web 204 are pressed into the paper sheet 122 by being pressed by the pressing roller 220.
