This device is provided with an electrifying brush 18 electrifying the photoreceptor 12, a recovering roller 24 recovering toner remaining on the photoreceptor 12 after transferring, and after the photoreceptor 12 is electrified, and an exposing device exposing an image carrier after the remaining toner is recovered by the roller 24 and forming an electrostatic latent image. At the time of forming the image, the brush 18 electrifies the surface of the photoreceptor 12 to a specified polarity, and also electrifies the remaining toner after the transferring to the same polarity as the electrified polarity of the photoreceptor. The potential of the roller 24 is lower than the potential of the electrified photoreceptor 12, and remaining developer is recovered to the roller 24.
