To reduce image degradation by controlling an arbitrary angle rotating function in accordance with the features of original image data, even when a character image and a photograph image exist mixedly by operating a smoothing means only in the halftone image area of image processed by the arbitrary angle rotating means.
In the case of original on which character images and photographic images (halftone images) mixedly exist, the arbitrary angle rotating function is controlled corresponding to the features of original image data. Image quality is degraded by arbitrary angle rotation, but the degradation in image quality is increased especially in the photograph image and the degradation in image quality is increased with respect to the enlargement of rotation angle. Then, a memory unit part 30 judges whether an input image is a simple binary image or a photographic image, in order to perform smoothing processing to the photographic image and when it is the photographic image, smoothing processing is performed. Thus, since processing is changed in accordance with the attribute of the input image, the degradation of image quality in the photographic area is reduced and even when the character image and the photographic image exist mixedly, the appearance of original image is enhanced.
