To provide an image illuminating device and an image reader which hardly cause a shadow even if the surface of an original is not flat, the shadow disabling an image to be properly read, and achieve suppression of power consumption in reading a monochromatic image.
The image illuminating device includes a first light emitting diode (LED) array 100A and a second LED array 100B each irradiating an area B to be irradiated of the original with light from respective sides which face each other with an optical path therebetween, of reading light guided to a CCD in reflection light from the original MS. These LED arrays are provided for selectively emitting white light and single-color light. Thus, when reading a color image, white light can be emitted from both sides and when reading a monochromatic image, single-color light can be emitted from both sides.
