PROBLEM TO BE SOLVED: To change the disclosure contents of additional information for an image according to the person to which the image is made public.SOLUTION: An image management device stores additional information for a photographic image 71A by categorizing the information into a plurality of layers (a second layer 71B and a fifth layer 71C). The second layer 71B includes a comment and an instruction for a carpenter and the fifth layer 71C includes an instruction for a field overseer. When the photographic image 71A is displayed, the image management device acquires user information (present task, past task, qualification, and the like) corresponding to a user and determines access permission from the acquired user information. Then, the image management device specifies a layer corresponding to the determined access permission, reads the specified layer, and generates a display image 71D by overlapping the read layer on the photographic image 71A.
