The scanner and converter 20 performs interpolation, based on the color signals DGi, DRi, and DBi, and generates signals DGp-E, DGp-0, DRp-E, DRp-0, DBp-E, and DBp-0 being serial scan systems of color signal, and supplies them to a signal processor 30. This adds color signals DGp, DRp, and DBp to them by the amount of the specified number of frames so as to make new color signals. Moreover, this can generate a color signal at a desired frame rate by serial scan system by varying the field rate of the image pickup elements 13 and the number of added frames.
