To record changes on moving image data by recording images during the pan tilt operation by photographing and accumulating them in order to efficiently monitor a plurality of points with one image pickup device if an object to be a factor of movement moves among the points.

The image pickup device with a communication function has a pan tilt function and a movement detection function. The moving image can be displayed on a communication terminal by photographing it with the image pickup device in the system. A plurality of the points for detecting the movement are set. The image pickup device is operated to successively change the direction to each of the set points with the pan tilt operation after executing movement detection processing for a fixed period of time. The device is operated to continue the photographing when detecting the movement at the point where the movement is detected. The device is also operated to store the moving image data before/after the movement detection by being operated to photograph and accumulate images during the camera control with the pan tilt operation.
