To easily generate an image arranging letter/symbol characters in a character area in a well-balanced state without executing specific operation by uniformly allocating all letters/symbols to the character area after adding or deleting a certain letter/symbol character to the character area.
A process image is generated (a), based on the input of seal characters IC and ruled line characters KC. When a seal character 'D' is added to these seal characters IC and ruled line characters KC, a ruled line character image KG is prepared (b) in a state of being moved backward. Namely respective seal character images CG are uniformly allocated in an image area. Thereby when a new seal character IC is added, the allocated positions of respective seal character images CG are recalculated and the allocated position of the ruled line image KG is also recalculated.
