An input image is supplied to each of n-sets of feature amount extracting units 51, and each of the units 51 extracts a predetermined feature amount of each pixel per one frame. For example, a feature amount extracting unit 51-1 extracts a color difference value, and a feature amount extracting unit 51-2 extracts edge strength. The units 51 each supply the extracted feature amount of each pixel to a feature amount evaluating unit 91. The unit 91 calculates an evaluation value of each pixel on the basis of the feature amount supplied from the units 51, and supplies the calculated evaluation value to a quantizing unit 52. The unit 52 quantizes an input image on the basis of the evaluation value of each pixel supplied from the unit 91.
