To provide an image processing device, an image processing method, and a program capable of realizing appropriate secrecy processing.SOLUTION: An image acquisition unit (201) acquires an image. Number-of-people/people flow estimation unit (205) estimates, with the image acquired by the image acquisition unit (201) as an input, density distribution corresponding to a head position of a crowd included in the image and number of people configuring the crowd based on the density distribution. A privacy level setting unit (202) sets a privacy level indicating a degree of image processing performed to protect privacy of a plurality of subjects. An image processing unit (207) performs, with the image acquired by the image acquisition unit (201) as an input, processing in accordance with the privacy level, based on the estimation result by the number-of-people/people flow estimation unit (205) and a head detection unit (206).SELECTED DRAWING: Figure 2
