An image processing device comprises: a determination unit that determines whether the image quality of a region of interest as a processing target and the image quality of a peripheral region have a large difference in a decoded image; a difference quantization parameter generation unit that generates a difference quantization parameter for the region of interest through calculation using a predetermined offset when the determination unit determines that the image quality of the region of interest and the image quality of the peripheral region have a large difference; and a transmission unit that transmits the difference quantization parameter generated by the difference quantization parameter generation unit.
