To improve the image quality of an image reproduced in compressing and encoding image data having an anisotropy in vertical and horizontal directions like the case that variable power processing is different in vertical and horizontal directions.
When a main scanning direction in which edge rounding is likely to occur by applying electric variable power processing by an interpolation method is in the horizontal direction of wavelet transform processing with respect to a sub-scanning direction to which mechanical variable power processing is applied, a quantization level assigned to wavelet coefficients positioned at hierarchies 1LH, 2LH and so on of a sub-band LH system is relatively suppressed (made to be a low compression rate) so as to be lower than a quantization level assigned to wavelet coefficients positioned at hierarchies 1HL, 2HL and so on of the other sub-band HL system, thereby reducing the influence of the edge rounding on the image quality to improve the image quality of an image to be reproduced.
