A comparison origin image is divided into a plurality of blocks. Whether or not any character image is present in each of the divided block images is decided on the basis of the image characteristic information of the divided block images. When it is decided that any character image is present in either of the block image and the block image of the comparison destination image corresponding to the block image, predetermined similarity is acquired as the similarity of them, and when it is decided that any character image is not present in either the block image and the block image of the comparison destination image corresponding to the block image, the similarity based on the image characteristic information of them is acquired. Then, an image being a retrieval result is outputted on the basis of cumulative similarity to be acquired by cumulatively adding the similarity to each block image.
