PURPOSE: To form a toner image of high image resolution with a simple construction and with little energy by impressing oscillating voltage on toner before being transferred to a recording medium and fully activating it and facilitating the control of the toner flying to the recording medium.
CONSTITUTION: The recording medium 6 such as a regular piece of paper are ejected to the outside after being passed through a toner image forming part 9 and a fixing part 10 from a paper feeding part. The toner image forming part 9 is constructed from a rotating developing roll 11 which is the developer carrier, a first electrode 12 in a facial state provided along its traveling direction so that the space in between becomes greater, a control electrode 15, and a second facial state electrode 13 provided to gradually come near the developing roll 11 in the lower stream side. The oscillating voltage is impressed between the first facial condition electrode 12 and the developing roll 11, the second facial state electrode 13 is electrically connected so that it becomes the same electrical potential as the developing roll 11, and the toner is flown from an opening 14 to form an image on the recording medium. Thus, the transferring of toner to the recording medium can be controlled with little energy and the toner image can be formed directly on the recording medium.
