Abstract:

PROBLEM TO BE SOLVED: To reduce deterioration in image quality by inverting at random the polarity of a quantization error as to adjacent picture element data, thereby efficiently improving the compression.
SOLUTION: Two kinds of re-quantization data (re-quantization data quantized to have a positive error and re-quantization data quantized to have a negative error) are fed to selectors 254-256 from quantization circuits 247-249 in each hierarchical layer. Then the re-quantization data quantized to have a positive error or re-quantization data quantized to have a negative error are selected alternately and outputted according to a clock signal from a controller 257. As a result, block distortion caused when all picture elements in a block have a quantization error in one polarity is avoided and deterioration in the image quality on a visual characteristic is suppressed.
