To generate a composite image containing no moving body without using a large-capacity memory.
Each of frames of an image is input sequentially to an image synthesizer. The first frame image is stored in a first image storage area, and the second frame image is stored in a second image storage area. With regard to the third and subsequent frame images, the count value is incremented to the closer one of the color of a corresponding pixel stored in the first image storage area and the color of a corresponding pixel stored in the second image storage area, for each pixel constituting the image, and then the incremented count value is stored in the count area. When the count value of the pixel of an image stored in the second image storage area becomes larger than the count value of the pixel of an image stored in the first image storage area, the image stored in the first image storage area and the image stored in the second image storage area are replaced. An image which is not likely to contain a moving body remains in the first image storage area.
