To provide an image transmission system that necessitates only a set of an encoder and a decoder to transmit a moving picture, a quasi-moving picture and a still picture, thereby reducing the installation area and the cost of the entire system.
A lobby interphone 1 includes: an MPEG encoder 15 for applying compression coding to a video signal to obtain particular coded data; and a control section 10 for controlling the MPEG encoder 15 on the basis of trigger information used for a judgment element as to whether the type of the coded data is to be changed. A house information panel 3 includes an MPEG decoder 33 for decoding the coded data. Then the MPEG encoder 15 encodes, on the basis of a control signal from the control section 10, the coded data into I and P frames when the moving picture is to be transmitted and the coded data into only the I frame when the quasi-moving picture or a still picture is to be transmitted.
