To solve a problem that operation becomes unstable when a shutter is left in a non-operation state for a long time.

A shutter device includes: a driving member 3 that allows a shutter blade to travel from a traveling start position by energizing force received from an elastic member 18; a locking member 4 that moves between a locking position for locking and holding the driving member at the traveling start position and a locking release position for releasing locking of the driving member; a locking release member 7 that drives the locking member from the locking position to the locking release position; charge members 12, 14 and 16 that restore the driving member to the traveling start position while charging the elastic member after the shutter blade travels; and a control means 39 that operates the locking release member to move the locking member from the locking position in such a state that the driving member is held at the traveling start position by the charge member.
