A CCD image pickup device is an all-pixel reading method in which horizontal space pixels shifted are arranged by using three CCD image pickup devices of a first size of a predetermined pixel number. A driving control means increases twice to the frame rate by a 2 line addition read, an IP conversion means converts an interlaced signal to which 2 line addition read is performed into a progressive signal, and performs a motion detection and a correction upon conversion, thereby enabling an agreeable output at the time when 2 fields are synthesized. A scaling means makes the progressive signal in a state where the number of horizontal pixels is twice as that of the first size into a second size having a predetermined number of pixels larger than the first size, by shifting the horizontal space pixels.
