To reduce an impact when a lifting basket freely falls from a substantial height and with substantial mass, and pump up and reuse a part or a large amount of water resource, in a structure including two sets of similar, vertical shaft-like hoistways and the lifting baskets connected by a rope, capable of storing/draining water and continuing vertical movement.
The structure includes cylinders respectively supporting similar, movable partition walls respectively equipped at lower parts of the hoistways and connected via a valve capable of open and close control, and valves supplying or discharging a medium in the cylinders, and ensures upper and lower limit movement of the movable partition walls. The structure also includes a plurality of water conduits for temporarily containing an impact stroke equivalent stored below the movable partition walls, separately from water conduits communicating with an upper water storage tank, and sets actual pumping-up at the impact stroke equivalent to reduce a load on the pumping-up. A circulation type hydraulic power generation device is composed together with the movable partition walls at the lower parts of the hoistways and power generation output can be obtained.
