In the impregnation liquid for producing the hydrogenation catalyst, at least one first ion selected from ions including Mo and ions including W and at least one second ion selected from ions including Co and ions including Ni coexist, mainly the second ion out of the first and second ions substantially exists as a complex ion in which the second ion is coordinated with a chelating agent. The logarithm of the equilibrium constant in the generation reaction of the complex ion produced from the chelating agent and the first ion is 5 or below, and the logarithm of the equilibrium constant in the generation reaction of the complex ion produced from the chelating agent and the second ion is at least 15.
