A frame FR transmitted from another vehicle includes information etc., representing "vehicle ID", "position", "message", "signature", "open key", and "open key certificate", and security association (hereinafter SA) includes information representing "vehicle ID", "cipher-signature system", "open key", "frame reception time", and "position". A security association database (hereinafter a SAD) stores SA received from the other vehicle. Then "frame reception time" is extracted from an SA having a row number (i) in the SAD (S230), and the difference Δt_now between the "current time" and "frame reception time" is calculated (S240). Then it is determined whether the Δt_now exceeds a decision time Δt (S270), the SA having the row number (i) is deleted from the SAD (S280) on the condition that the Δt_now exceeds the Δt.
