A camera 23 provided in a vehicle photographs an image in the vehicle, when a state of a taxi vehicle 10 is set to a "vehicle with a client on", photographed image data is recorded in a memory card 29, and when the state is set to a "vacant taxi", recording of the image data is ended. Then, images of a time zone when a passenger in the taxi vehicle is recorded. A lapse time when the taxi vehicle 10 stops with the "vehicle with a client on" (speed is less than 2 km/h) is clocked, and when the lapse time reaches a preset threshold time, the recording of the image data is stopped. Then, when a trouble occurs in the taxi vehicle 10, image data recorded in the time zone are surely stored so that the image data are used to analyze the situation.
