An outside setting device (3), which hands over the setting information inside an old device (1) concerning the replanting to a new device (2), reads out the setting data including the replanting history information from the old device (1) and also reads out the identification information of the device (2) from the new device (2), and renews the implanting history information based on the identification information of the new device (2), and transfers to the new device (2) the renewed implanting history information by including in the setting data.
