There are provided an incinerator where dioxins are substantially completely processed, and a melting furnace capable of processing substances in a closed state without discharging produced ash to the outside of the apparatus. Those furnaces are incorporated into one system to realize a highly effective apparatus in which fuel, heat, air, and exhaust processing all required are commonly used.
