This IC card issuing system 1 for issuing an IC card by writing IC card data in the IC card is provided with an accepting terminal 11 which inputs the application information of the issue applicant of the IC card, a host computer 21 and an IC card data first generating part 32 for generating the IC card data based on the application information and an issue control part 34 for transmitting encrypted IC card data and a processing instruction to an IC card issuing machine 13 set in a place that the issue applicant visits based on issue request terminal identification information, and for controlling the IC card issuing machine 13 to issue the IC card by making the IC card decode and store the encrypted IC card data.
