To obtain an individual identifying device which repeatedly controls one-sided switching to the permission or inhibition of passage of a passer-by through easy operation done by the supervisor of a side which operates and manages a building for reasons of the side operating and managing the building without deleting characteristic data of the passer-by from the individual identifying device nor registering passer-by's data again without taking much time nor trouble.

The building supervisor does specific setting operation at need to determine whether or not passers-by are allowed to pass and as a specific part of passage permission/inhibition data added to passer-by characteristic data having been registered is rewritten by supervisor's operation, the permission/inhibition control over passage is switched.
