A viewing program collecting machine 200 consists of a reference receiver 201, a clock 202, a microphone 203 an amplifier 204, a musical sound recording circuit 205 which records musical sound from the microphone and the reference receiver, data memory 206 which records a characteristic parameter from the microphone and the receiver, a data processing circuit 207 which simultaneously progressively compares characteristic parameters form the microphone and the receiver and specifies a receiving frequency, program memory 208 which records the receiving frequency and a time and an interface X 209 that transfers content of program memory. The content of the program memory is sent from a telephone modem that is contained in a charger 300 to a viewed program rate totaling center 500 through a telephone line 400 when a battery of the machine 200 is charged, and a program viewing rating is summed up there.
