PURPOSE: To obtain the information collecting system which is more exact and easily understandable by forming a part of video information as a pair with respect to answer information to notice information.
CONSTITUTION: A center 8 stops temporarily transmission of notice information to a terminal by an instruction from an information user terminal 2, transmits continuously a screen at that time as a still screen, accumulates answer information from a terminal together with the still screen, stops temporarily an output of the notice information and obtains obtaining start time information. On the other hand, an access is executed to the center 8 from an information offerer terminal 1, and when a time lapse after the output of the notice information is started becomes a value of the obtaining start time information, transmission to the information offerer terminal 1 of the notice information is stopped temporarily, and a still image formed by superposing character information on the still screen and voice information are transmitted simultaneously as answer information to the information offerer terminal 1. In such a way, comparing with the case by only a character, information being more exact and easily understandable can be collected.
