PROBLEM TO BE SOLVED: To provide an information collection device and a program for transmitting a user's message to other terminal positioned in the vicinity of a place the user specifies, and collecting information the user wants from the other terminal.
SOLUTION: The information collection device 10 is implemented as one of the service functions an information service provider provides. A terminal position confirmation program 110a grasps the position of a terminal which receives information services. On receiving positional specification data and an outgoing message from a terminal such as a navigation device, other terminal positioned in the vicinity of the place specified by the positional specification data is searched and extracted (a terminal search program 110c). The outgoing message is delivered to the extracted terminal (an outgoing message transmission program 110d). On receiving a response message transmitted from the other terminal which received the outgoing message, the response message is transmitted to the terminal which is the source of the outgoing message (a response message acceptance program).
