Information display devices 21-2n disposed on utility poles P1-Pn are provided with an LED panel 23 emitting visible light to thereby display public information and a panel control part 216 for modulating the visible light to transmit private information from the LED panel 23 by visible light communication. The public information and the private information are transmitted from a management computer 3 to the target information display devices 21-2n.
