Information distributing spools are prepared in an information managing server 11 for every radio terminal 12. The storage position of distribution information on the information distributing spool is operated with the area movement of the radio terminal 12 as a trigger. Thus, the distribution order of information which is not distributed in a movement source area and that of information allocated to a movement destination area are rearranged.
