The information distribution server 3 includes: a profile storage unit 31 for storing identification information of a portable terminal in association with registration area information; a distribution destination area notification reception unit 32 for receiving disaster area information M2 from an information processing apparatus 2 for transmitting area e-mail M1 to a portable terminal in a disaster occurrence area; a profile retrieval unit 33 for retrieving, from the profile storage unit 31, registration area information included in a disaster occurrence area indicated by the disaster area information M2 and identification information stored in association with the registration area information; a message production unit 36 for producing a short message corresponding individually to the retrieved registration area information; and a message transmission unit 37 for transmitting the produced short message to a portable terminal having the retrieved identification information.
