To reduce accesses of information user terminals to an information provider terminal and to reduce the traffic of a communication network by providing storage servers with a memory that stores mass information in such a degree as needs an additional resource and making the storage servers to be utilized by the information provider terminal with capacity set in time division in response to an access from the information provider terminal.
Storage servers 30-1 and 30-2 include a memory that stores mass information in such a degree as needs an additional resource and are preliminarily set in a communication network N by a communication network administrator. A session manager S sets capacities in time division in response to access from the information provider terminal A and makes the servers 30-1 and 30-2 to be utilized by the terminal A. The servers 30-1 and 30-2 are distributed and arranged regionally and the manager S transmits information of the servers 30-1 and 30-2 to information user terminals B-1 and B-2.
