A camera 20 is arranged at a position where a face opposite to a face lighted by external light of a hand of an operator can be imaged and an image of the hand of the operator is extracted from difference images obtained under a plurality of illuminance conditions in an operation object extraction part 60. In a detection part 70, an edge image is generated and extracted from the extracted image of the hand of the operator, an average direction of the edges is detected, and a rotation angle of the hand of the operator is detected by using the average direction of the detected edges as the direction of the hand of the driver on a touch panel 100. Also, gravity center positions of the difference images are detected, and based on the temporal change of the gravity center position, a moving direction and a moving distance of the hand of the operator are detected, and the detected rotational angle, moving direction, and movement amount of the hand of the driver are output from a signal output part 80 to a car navigation device 10.
