CONSTITUTION: This device is provided with a stationary event data pool 14, a data pool 16 corresponding to various events caused at any time, a memory 13 storing the operating condition of both data pools 14, 16, an event control section 12 controlling the data pool 14 according to the operating condition, an event control interface 15 controlling the data pool 16 from an event control terminal 20, and an application exchange control section 19 for application exchange. Then an operating condition corresponding to a fixed event is given from a setting input device 25 and an operating condition with respect to various events caused at any time is given to the memory 13 from the event control terminal 20-1. The operator 29 inputs corresponding data to the event control terminal 20-1. Thus, a large capacity memory is not required for the memory 13 and data from a terminal are polled tentatively to the data pool for application exchange.
